I have a few old models with decals on them that haven't had decal set applyed on the decals. Would decal set still work on them or would the decals not adhere ?

I think you mean decal solvent. I think that it would depend on how old the decals are and what type of top coat they received.

I have some Walter's decal set, would that work on the decals if they were already applyed on a model? There isn't a coat of anything over the decal.
