I have a 200mm 1990's navy seals member in a wet suit could someone give advice on painting and or spraying to get effect of somewhat semi- satin rough repelling black wet suit suba diving textured finish any ideas?thanks BROCK

Without specific knowledge of being ready-wrapped shark-bait (!) or wetsuit work, (I swim like a distressed quadruped...)
Acrylic or Enamel, & preferred paint brand?
I'd look at the charcoal or tyre-black end of the paint chart.
Some ranges include a rubber tyre effect paint, & I'd google how to paint/shade tankers' black uniforms for ideas.
Tamiya Nato Black, sprays well & is 'off-black' is you see what I mean...
I've had reasonable joy on a wingy-thing with Black Vallejo POLYEURETHANE primer, cut with Klear/Future, giving a tough satin finish.
You could use straight Klear/Future on top as a wet-look effect.
