That is an M1A2 SEP tank from 1-7 CAV, 1 CAV DIV in what looks like Iraq.

Sorry, no idea on the exact timeframe. 1 CAV had M1A2 SEPs for a while and they deployed to Iraq multiple times. It is most likely after '06 though since the Soldiers are wearing ACUs. The ACU wasn't introduced until about '06.
