Certainly not the scumbag whose name is on the picture. One of the worst prolonged sellers of recasts that ebay still allows to operate. changes his Ebay name on a regular basis but the name he uses on the photos etc. remains the same.
I think the original manufacturer might have been Kirin but I can't be 100%.

I believe that was an old Mirage resin figure from their old Large scale series if I'm not mistaken. Pretty hard to get hold of these days.
