I don't read Russian, but I think this is a "hoax exposed" article.
Look closely at the bottom two photos - The top one appears to the original, and the bottom one is the retouched "proof" of the peddle-powered Japanese crypto-Panzer.

Look up "Seems Legit"
By the way I used the Google Toolbar for Internet Explorer translation function. It usually does pretty good. Although it didn't work well on this article (The translation is a mess) the story can still be figured out from the translation.
