It's been discussed in another thead but it appears to not be a paper panzer but rather one of the limited prototypes built that went into specialized service.

When proposing the request for the Tiger tank, two competing companies built their prototypes and went into the tender - Henschel and Porsche. Henschel Tiger is the well known one that went into the mass production and later became the legendary vehicle. Porsche prototype titled VK4501 is the one you linked had tougher armor but failed miserably when it came to the terms of manouverability and reliability because of the complicated electric motor drive (The engine powered electric motors which drove the transmission and wheel sprockets). So after the Henschel model went into the production, most of already built Porsche's prototypes were rebuilt into the Ferdinand and later Elefant tank destroyers. However, they kept one prototype which served as a command vehicle and fought in the battle of Kursk. Sooo yeah, not really a paper panzer - it even saw a real battle

If I'm not mistaken this is a command vehicle for Heavy Tank Bat. 653 (Ferdinand/Elefant) on the Russian Front. It never really 'saw battle' as a purpose gun-tank but served out it's life in one of the more colorful units of the German army which owned many unique field conversions, such as the Bergepanther D with Panzer IV turret.

That sure looks like the Tiger prototype built by Porsche and i'm not too sure but it looks like the storage bin off a Tiger 1 sitting on the back of the turret .
Only one completed Tiger(P) with chassis number 150013 saw combat service as a command tank – Panzerbefehlswagen VI(P) with schwere Heeres Panzerjager Abteilung 653. It was used by its commander, Hauptmann Grillenberg (turret number 003), on the Eastern Front in early/mid of 1944.
I always liked the Panther with the Panzer IV turret

Cheers
