Think-180 (now MIG Productions) makes a 1/35 US Navy SEAL.
Other SEALs are Verlinden's 120mm, Kirin's 210mm and 150mm, all from Desert Storm era (these could be found on eBay from time to time), and some 1/35 Verlinden SEALs could pass for 1990s era. There's also Infinity Shape and Michael Roberts Limited for 1/35 and in fact there's someone on eBay selling these right now. Some of the CMK figures might work as well.
