I was at a Hobby Lobby store and saw a new paint color, namely Testors Chalkboard Black spray paint. I bought a can, sprayed a useless figure, let it dry, and the compared it to a set of tank wheels I had previously painted in Tamiya Rubber Black TS-82 before that got discontinued.
Good news-the Testors Chalkboard Black spray paint has the right rubber tire tone. Hopefully that color will be around for a bit-the problem of proper rubber black color paint is solved!

It may well be better, but I cannot get that brand of paint in my locale.

The Hobby Lobby chain is now carrying Vallejo paints.
The Vallejo rubber colors in their "Panzer Aces" line are 70.305 "Light Rubber" and 70.306 "Dark Rubber."
In Vallejo's "Model Color" line, there are about 17 different grays ranging from 70.993 "White Gray" to 70.862 "Black Gray." While I haven't done a side-by-side comparison, "Model Colors" 70.991 "Dark Sea Gray" and 70.836 "London Gray" appear to be good respective matches for the "Panzer Aces" light and dark rubber colors.
Your Hobby Lobby should be able to order these paints for you if they don't have them in stock.

OK, so I'm lazy and prefer not to drag out the airbrush if I can avoid it, or order paint if I can find what I desire in front of me. Has anyone else looked at the color I mentioned yet?

You can hand brush Tamiya also . Add a little bit of acrylic paint retarder .
