The problem with adding a driver is that it will make the set very specific. Tram services were city based and each service had it's own uniform which would have to be researched and such. It's probably better/ easier to convert an existing figure

Based on the poses and looks of the figures its obvious that the driver has taken a short break and the passengers are all eagerly awaiting his return. Obviously.
