The spray can spat out large droplets of the primer. Can I simply sand the blotched areas? If I have to remove the primer, can Tamiya lacquer thinner do the job?

That should do it . Or if you decide to sand it use a wet sandpaper , will not be as aggressive as dry sanding

Tamiya lacquer thinner did the job, without harming the plastic at all.

But now you have to reprime , add a bit of retarder to the primer .
