Several resin companies offer spare civilian tires. I don't know what's available to you, but in the US I'd go with a 1/43 semi tractor trailer rig. Most dollar stores offer these for a few bucks and you get eighteen rubber tires rather than the few you'd get from a resin company.

Use waxed thread used for ship rigging. You can talk to the dudes in model shipwrights for a source. (the last time I bought it was in Berlin) You can also make it yourself with thick thread and a block of parafin wax. It needs to be waxed to get rid of the fuzzy look, which really detracts from otherwise nice builds I've seen trying to depict rope.
If you can't find that truck where you are let me know. I can get it cheap, and send you the tires.
