Probably the Deputy Regimental Commander's vehicle, looking at the HQ67 bumper numbers.

...what is a "Deputy Regimental Commander"

The second in command of the regiment, usually a LTC. In this case it is the 2nd Cavalry Regiment, 2 CR, stationed in Vilseck, Germany.

Pascal,
He is the 2iC as Gino mentioned. The deputy Brigade or Regimental Commander is normally a former or soon to be Battalion Commander, who will be positioned on the battlefield where ever the Commander thinks that extra leadership is needed.

Interesting to see how the one on the right sits lower due to extra weight.

The lower one could be from the suspension being lowered. I might be in err here, but doesn't this system have the pneumatic shocks allowing them to be lowered?

I think the left one has too much weight in the back,so the front is raised a little bit...
