Been surfing the web about details on my cougar build, when I spotted what appeared to be a New modern woodland camo on a army soldier in front of a 4×4 cougar with the ISS updated larger wheels. Now my question is,when did this happen? And is this a wide spread issue.what year did this happen

The original Scorpion pattern came out in 2002 when the army wanted new camos. UCP won. Crye worked the pattern and came up with MultiCam.
MultiCam has been used for some years in the special forces community and has been adopted by multiple nations on some level.
In 2010 the US Army chose to use it in OEF and has been called Operation Enduring Freedom Camouflage Pattern (OCP).
Now MultiCam and a tweaked version of Scorpion will be replacing UCP for the entire Army starting this year.

So it would be ok to use this type of camo for years 2010 and on for figures in Afghanistan,or was it not used in that theatre of operation.

Yes, it was/is only used in A'stan so far.
In Iraq, we wore the UCU pattern exclusively after Apr '08. Before that, 3-color DCUs and some Woodland BDUs could be seen in Iraq as well.

I don't mean to hijack this thread, but I do have a few questions.
Is the DCU tri-color still "USA-only" and hasn't been exported to any other foreign nation? As such, any figure painted in tri-color DCU today is still a US soldier?
The six-color Chocolate Chip uniform is no longer in US service today, so any soldier wearing that uniform is considered a foreign ally soldier these days? Up until what year would a US soldier wear a six-color Chocolate Chip desert uniform?
And the Woodland BDU has been exported and is still worn by some SOF operators so a figure wearing Woodland BDU could be a foreign ally soldier or a US SOF soldier, correct?

I believe the 3-color DCU is worn by allies as well.
The 6-color Chocolate Chips DCUs were quickly replaced after ODS. In '95, I was issued 3-color DCUs to go to Kuwait on an Intrinsic Action rotation. Woodland BDUs, and variations of them, are worn by lots of countries.
US SOF wears all sorts of uniforms, so no real hard rules for them.

I remember seeing 4th ID guys in late 2003 wearing woodland BDU's. How did that happen Heavyarty? I thought all Army units would be issued DCU's and desert boots before they deployed, or at least when they arrived in Kuwait.
IMHO, I don't know why they ever got rod of the DCU's. They're way more effective and comfortable than ACU's.

Initially, there were only enough sets of DCUs to issue most troopers 4 sets. Once those were dirty, worn out, etc., you were back to BDUs.
