I guess it's the BAU-23x2 remote controlled weapon station (fitted with two 2A7 23mm high-velocity guns) developped by the "Kharkiv Morozov Machine Building Design Bureau" :
It's fitted to the Ukrainian BTR-94's, ...and to the Iraqi ones as well :

I was about to write that it looked slightly home-made but I kept my fingers off the keyboard ;-)
It does seem to be a little bit on the heavy side for that HMMWV, at least judging by the rear wheels ....
