What time frame and area of the ET is Dragon's Armored Infantry kit? Would it be closer to the time frame of the Normandy landings or closer to the end around the Rhine region in Germany? Or does it not matter as its applicable to any time frame in the war in Western Europe?

you would probably be ok using these guys up to the fall of 1944,or even mixing them up in a group of figures wearing newer issue gear in the spring of 45,older uniforms (if not badly damaged) have a habit of cropping up in photos of the time and newly issued items were slow in reaching the frontline.
Having said that I don't know how long the leggings/gaiters remained in the field but like Shermans never say never!

*edit* quick search of google images of fighting in Germany Spring 1945 and yes, leggings are in evidence!!

Sicily through the Fall of 1944 (in North Africa, most US troops had green cotton herringbone twill uniforms, which didn't keep them warm during cold desert nights--so, in Sicily, everybody got wool uniforms, despite the fact that Sicily in summer does not have cold nights). The brown wool M1941 uniform with the tan or light green Parsons jacket was standard through the Normandy time frame. The green M1943 uniform started to be issued during the autumn of 1944, but again, some units got new stuff, some didn't.
