I am thinking about making the suspension of Meng tortoise workable. But it's not clear to me from the Meng model just how the bogies actually worked. Is there a torsion bar in there for each wheel? A coil spring?
Has anyone tried to make the suspension workable?

There is a very useful drawing down on that page (scroll down) and yes there were torsion bars.

Christophe, thank you. That link is the most information about the Tortoise that I've yet seen (the list of references at the bottom of the page is quite impressive). I've got the Meng kit in the stash (I'll try to get to it if I ever finish the Dragon T28 - God, the suspension is just never ending!), so the info is much appreciated.

there's a good 4-part build of the Tortoise on Social Modellers pages - probably have to register to see it but it does mention a few problems with Meng's build sequence of the suspension & ways to avoid them.

Looking at the suspension construction of the meng kit, it think it is possible to modify the structure to add workable suspension using steel wire as torsion bar.
The way the shock absorbers are built on the kit, it also seems possible to make them articulate with movement of the suspension.
I'll keep you posted.
