I am using photo-etch for the first time on a Tiger I Late. I'm a little confused on how to paint it; should I paint it with everything assembled (including tools and clasps)? Paint them individually?

Paint it fully assembled like the rest of the tank.

yes paint it once attanched to the tank, its usually far too fiddly to paint seperately.
always prime it well too, some model paints dont adhere to it very well

That's what I usaually do:
Just a suggestion: clean the PE from any grease before putting them on and give the whole model a wash with warm water and dish soap prior to paint it, just to remove all of the greasy stuff accumulating on the model...

I agree with the above posts... do all the assembly first, wash off the residues then paint. It has been my experience in the past that CA glue will NOT stick to paint.
