Does anyone know of small companies or people that produce modern vehicles (resin?) that are off from the mainstream manufacturers and that would possibly fit in the modern A-stan/ISAF vehicle category.

What scale are you looking for?
In 1/35 scale, a significant number of the relevant vehicles are already available in plastic and/or resin - it really depends on what nationality you want to portray.

Accurate Armour has released a AT 105 Saxon APC that was still used in Afghanistan in 2006-2007 :
