Trying to recreate this effect for the first time. I have read about several techniques (Mr. Surfacer, Textured spray paint etc.) but is there a preferred method?
Also, what is the preferred technique for creating the periscope lenses on modern AFVs, specifically an LAV?

I just finished putting anti-slip (anti-skid) texture on my Merkava 3 tank. I used a product from True-Earth. It is to scale and works nicely, you just have to shake and stir often so that the fine grained grit doesn't settle to the bottom. It looks pretty nice. they call it "rough casting" for some reason.

Mig make an anti skid paste to scale which I've used with great success or I've also read that tamiya texture paint for dioramas can work well. Haven't tried that one yet tho. Goodluck
This is the Mig product.

For the anti-slip, I prefer to use Rustoluem textured spray paints. Check it out here.
For anti-laser coated, modern optics, I first paint them flat black. Next I do a coat of clear red (stoplight red), and finally a couple coats of clear gloss. This gives them depth and allows light to reflect off and changes colors at different angles, just like the real thing. They look good to me anyways.
For older "clear" optics, I start with the same flat black, then a coat of clear green, then a couple coats of clear gloss. This looks like the older, thick lenses where the glass has a green tint.

I have this and want to use it on an IDF vehicle; how straight forward is it to use, please?

It is really straight forward by memory, it is an acrylic paste, which is easy to clean up in water. Just mask off any areas that aren't covered by anti slip in real life. Also use an old brush as it will most likely ruin the brush you use.
