I think he's a prewar Czechoslovkian army dispatch rider. He could also depict a courier of the army of the Slovak Republic (1939-45), which took part in the invasions of Poland and the USSR.

The figure is a British or Commonwealth WWII dispatch rider. All his equipment is British; Sten gun,rimless steel helmet(similar to the type worn by tankers and paratroopers)Bren gun ammo pouch, and dispatch case. The white and blue armband was also worn by British Army dispatch riders.
