I just ordered some of this for and was wondering if you varnish first or do they go on right over the paint?

I apply it directly over Acrylic paint, prior to the coat of Future and decals.

So just varnish like you would for an oil wash?

All depends on what you use for paint. As the filters are very light, I apply before gloss coat and decal. Once decals are on and a second coat of Future, then I do my oil washes.
If you are painting with enamals, I would suggest a flat clear acrylic prior to Ammo filters as they are oil based.
