There is the Dragon LAPD SWAT team set, and I looked them up. It turned out that the SWAT team concept by none other than Daryl Gates, in response to 1960's rioting. Then other police teams adopted the same idea.

Is the figure set generic, or would other police departments and regions have the same type of SWAT teams as depicted in the kit figures?

They are pretty generic but dated now. Weapons can be replaced by M4 variants if you like.

I'd love to see someone do the new Counter Terrorist Specialist Firearms Officers (CTSFO) seen at the England V France match. I know it's extremely unlikely but this is the coolest British bobby I've ever seen!!! They were calling this picture the sheminator as this is a female firearms officer. I'd take an arse kicking from her.

The DML LAPD SWAT kit is unfortunately pretty specific to LAPD as not many U.S. SWAT teams wear that kind of body armor with the silver ring holes. Most SWAT teams wear tactical vests now just like the military.

There's 1/35 SOL Model's SWAT that can be found on eBay.

For SWAT teams of today, which look a lot like military figures, I suggest Live-Resin figures, or New World Miniatures PMCs that could be similar to undercover tactical sheriffs. (remove the scarf).

There's also the Minisoldiers LAPD SWAT figure.

Of course, there is always the Zvezda "Vimpel" figures, in 1/35, with a ballistic shield included.

And SOL of Korea do three 1/16 scale SWAT figures, which are accurate and nicely done (I've four for a rainy day).

Really speaking, there is little difference between modern SWAT teams and tier 1 military units: FBI HRT, CIA SAD being two good examples. I'd never say no to more, though.

They are very clearly Russian though. Helmets, vests and pouches.

Would Dragon SAS with replacement heads and weapons be an option?
The leg pouches are separate pieces which would possibly make things a bit easier.

Probably just about any of that DML series would work for urban SWAT teams, depending on your era and area. With either minimal work or just as a base to start from.

Other kits that could be SWAT with some degree of conversion:

Years back Dragon released a set for the Hong Kong Police Special Duties Unit.

It was an updated set taken from their British SAS set and included Kevlar helmets and a ballistic shield.

Dragon also released a follow-up Set #2 to the Hong Kong Police Special Duties Unit based on the Dragon Modern Navy SEALS set. It had two Frogmen and two Operators with balaclavas. The SEALS M4 w/M203 and M60 were swapped out for a shotgun and plain M4.

Dragon also had the German GSG-9 set.

To top it off Dragon released their MD500 as an LA Sheriff version complete with sniper.

I debated putting the GSG9 set on my list... I think it'd work best as very early SWAT but it'd need head swaps for sure.
