I am recalling from memory here so take it with a grain of salt.
I found that the DML SWAT figures (such as the LAPD ones) were close to 1/32 or 1/33 scale, not 1/35. The DML Hong Kong SDU figures were a bit smaller at 1/36 scale. The LAPD's vest pouches unfortunately are molded onto the vest, meaning one will have to cut or sand them off to upgrade the pouches. You have to check if the NYPD's pouches are molded onto the vest.
The weapons and gear in the NYPD kit are dated. Note that the box art says 1996. The weapons and gear are fine for 1996, but for today's standards, the Kevlar helmet is MICH, the vest is more militarized (MOLLE loops), the holster is more modern, and the weapons are M4s. You could try to upgrade all of this with Live-Resin kits, but again, I don't know what pieces you can separate and if the figures are 1/35 scale to begin with.
Out of the box, should be fine for 1996 though, but do be aware if they're 1/32 scale and not 1/35.

I got a set of these figures. and compared them with Miniart German ones. Scale-wise, the NYPD figures seem properly 1/35.
Some but not all pouches are molded on. I like how they have separate heads and helmets, where you can substitute aftermarket heads readily. Detailing is nice and flash seems a minor problem.
BTW, the Hong Kong soldiers are small because they represent small Chinese people. And thanks for the info on the LAPD set-it sounds like a turkey.

I have this set , on going dio in progress. The figures look very close to 1/35th and go together nice, no major filling. The equipment is nicely rendered also.The helmets fit snug and correctly to the heads, hand cuff holsters, flash lights, radio com sets, ammo pouchs and weapons are well rendered. Detail is fair and faces and hands are good enough to use. Creases in the uniforms is pretty well reproduced. The only thing you'll have to do is thin the handles for the shield and add a clear circle of plastic for the large 6 volt flash light. I built mine straight out of the box and am well satisfied with how they turned out. Now if I can only find some decals or some one who can scan the patchs and make a set I'll be one happy camper.

Rifle is either a mini14GB or an AC556 (full auto mini 14). Barrel looks too short for standard mini14gb. I don't know if NYPD esu used the AC556 or not.

I looked at the picture again, this time on a computer, not my phone. The rifle is an AC556, Ruger's full auto version of the Mini14. The Mini14 GB (my Dept has one) has an 18" barrel and a bayonet lug (not sure why) The AC556 had a shorter barrel.
