I believe they released a Panhard before, which I find strange that this release says "100% New Molds".

There was a kit made by Al.By many years ago (maybe also reboxed by Dragon) but ICM advertised kit nr 35373 in May 2015.
"Panhard 178 AMD-35, WWII French Armoured Vehicle (100% new molds)"

Kit 35374 is the same vehicle but wearing German "uniform", possibly also some minor specific German parts ...

The kit by Dargon could be had with rubber wheels:

Found a review from Armorama on the original release, which the release states it was 100% New Molds.

Now how can this release state 100% New Molds if it is using parts from a previous release. While there may be new parts for the German version, that would NOT be 100% new molds.

I believe a modeller displayed his build of this kit late last year. Must be the same kit as it also had interior.

I'd guess their next release would be the one with the frame antenna, or maybe the rail version -- that is, if they go the DML way.

This one would be a welcome kit for me:

Shell of the turret seems to be new part. ICM´s earlier offering had some parts needed to build this version like muffler and turret periscopes as extras. Correct me if I´m wrong but it seems to me that with some decals one can build this new kit to depict a french vehicle from later production patch.

The model will cover all French Panhard 178s after the first 30 examples but excluding command cars. Histopic do decals for the later models as well.
