I just found a Academy M163A1, in my closet. I had completely forgot about this one. I can get the Verlinden conversion for the Tamiya M113. Will this include the basic turret basket I need to build a interior?

No, but the old Eduard photoetch set includes parts for a partial interior.
I haven't seen the Academy kit but it's probably just as good and certainly more user friendly than the Verlinden kit, which I do have but only because I found it for 5 bucks.

I already have the M163. The turret basket is quite complicated and I don't want to drop $80 on the HobbyFan conversion. I have the rest of the interior from another kit.

As stated above, no, the Verlinden kit is only an exterior conversion. For an interior, you need to fine either the Hobby Fan interior set or an Eduard interior PE set. Both are long OOP, but come up on eBay from time to time.
The interior includes much more than an M113 interior with a inner turret basket.

If you want to do an interior for your M163, Hobby Fan is the way to go. One of the best kits I've built. It is expensive, but well worth it.
