I can't help with the C54/C1 or B32/B1 parts without seeing them. Perhaps you can post a picture of the actual parts.

The middle picture shows the 3 different types of return rollers used on the Panzer IV chassis.

C 54 are hangers for schurzen skirts

Not able to check my kit at the moment but if C1 is a small block it is the pad that the Shurzen hangers bolt to. No hangers there should be a small block.

What I really wonder is whether this is different by different factory or different period ,or another reason.?

B32/33 and B1/2 are for knocking loose track pins back into place.

The return rollers were changes in the design as the war progressed. You'll notice the 1st has reinforcing ridges on the roller face. These were left off of the second one, while the third simplifies the center cap, too. You find the Germans doing a fair amount of these changes in different vehicles to simplify manufacture, cut costs, and save production time.

Sometimes that is hard to do, as parts didn't always get used when slated for use as they were trying to use up old stock, especially near war's end when every bit already made and ready was fair game even if a new part superseded it.

That is technically the correct order of introduction. I couldn't tell you the exact dates. Like Shell alluded to, things didn't always go smoothly at the factory. On top of that, when tanks were refurbished whatever parts that were on hand are what were used.
you can find pictures of vehicles actually sporting more than one kind of roller.

The same goes for roadwheels. As the war progressed changes occurred to the armored cover caps. Again, there's pictorial evidence of vehicles running different styles at the same time.
