What's interesting to me is that I noticed that about every 6th pair of track pads are missing. Now is this to help it slid on the ice or is this common when deployed in snow / ice conditions?

Common in ice/ snow conditions. Better grip. Much like the "X" grousers that are used on Leopard Tanks.
