I just bought dragon's MBT70 from their black label line and im wondering if its a flawed kit like thier
M103 and M6 heavy tank kits, second question on said kit I know the difference between the US and German
Versions was different engine deck, rear hull and different smoke grenade launchers.
How difficuot would it be to convert it to the US

The KPz 70 kit appears to have combined details of two museum prototypes in order to come up with this version.
Overall the detail is OK but it for sure need additional work regardless of whether these were only prototypes.
As you know to create the U.S. version MBT-70 you need to change the hull configuration around the engine deck and rear hull. You would also have to change or add multiple details on the turret. This wouldn't be a fast and simple conversion.
Bear in mind that there were multiple prototypes so as a result the details changed as well.
Voyager makes a detail set for this kit and RB Models has a very nice metal replacement main gun and 20 mm cannon barrel.

The answer is that it's moderately flawed.
Not as bad as the M103, more like the M6.
There are apparently differences in the AA canon arrangement if you want to make it into a US version in addition to the engine deck and I seem to remember that the suspension details are different that the US vehicles as well.
If you search for some of the posts when the kit came out, more knowledgeable people than I went through the differences.

I built this kit and was happy with it, from memory it was a combination of two prototypes made into one kit I also replaced the kit barrel with an RB models one.

If you want a warts-and-all study, try looking here for my full review of the kit. As others have said, making a US prototype will involve a ton of scratch-building.

The kit is better than I thought
