I bought a couple of washes/filters to try (I'm usually making my own), and this one (neutral wash) is a bit perplexing: what can I use it for? It has a relatively light grey-blueish tint; not something you'd normally use to accentuate shadows.
What do you use it for?

Filter or wash?...for AFV or plane?...usually is written on the bottle for what they are

i have few wash from Ammo i check also on is web site and dont have any "neutral Wash" on catalog, only a "Neutral Brawn" for plane panel,but AK have in catalog a Nutral gray Wash ... http://ak-interactive.com/v2/?product=neutral-grey-wash ...is this one?
if is that is for general use,panel,shadow,pin wash,probably work better on light colors but is not made for a specific effect

The thing is it does not look realistic on my vehicles; it's probably for air planes, then? I'll try them on uniforms tonight.

No that's the problem is not made for something or for a color in particular is for everything you whant....too much for general use for me,in this case i prefere made by my self with oil,i buy thease stuff from Ammo or AK just for some particolar effect only...check the jar usually have a picture with a example of the effect you can achieve...from the color maybe is ok on light color

It's neutral grey rather than just neutral.
I'd reckon it would work pretty well on black aircraft panel lines and so forth gives them a light outline

This might be the same as the neutral wash of MIG. In that case it is a grey wash which I would use on white or very light surfaces. I choose this to avoid the details popping out too much compared to a black/dark wash over a white surface.
