What would the general, average size of a 1/35 European style road tile be? I'm trying to make a 3D model of small section of a French or German village in 1/144 but I'm not sure what size to give to the road tiles, other than small. I plan on making the overall size of this base about 4" LxW. Large enough for a small scene. The height of the sidewalk about the road would be about 0.2-0.5mm. Would this sound about right for 1/144?

That all depends on where the road is, and what material the stones are made of. Town roads and country roads can be quite different. Some stones will be rounded (older) some will be flat topped (newer).
Here in Denmark, cobbled stones are typically between 9cm and 15 cm per side. there are larger stones which measure 21cm * 14cm * 14cm

Every region in Europe have is peculiarity dont exist a standard,especialy for old contruction,in the same country you can find 10 different type,depend where (Mountains,river,cuontry),rich city or poor town etc... in my area in the same city you can find 3 different cubblestone,granit 20x10cm,porphyry 10x10cm or like the main plaza is made with river stone 5-10cm of diameter,the best you can do is search pictures of the area you want to reproduce
