Alclad Matt Kote doesn't dry?

Hi all,
I recently painted a set of 1/72 vinyl tracks with tamiya enamels, then sprayed a coat of Alclad Matt Klear Kote and left it for a few days. However it didnt seems to dry, it remained sticky. I've since removed the Klear Kote, but can anyone tell me how to prevent this in the future?
