I would like some 1/35 scale fall leaves for a vignette I am doing. Is there a punch available that can make the leaves? If not, what are my pre-made options?

Check to see what Woodland scenic has to offer. Leaves in 1/35th scale are going to be barely recognizable as to type unless you are talking about ferns or large trees.

There are punches but those are for large leaves. You could borrow Marvin the Martian's ray gun in a pinch...

My advice is to go to the scenic factory website and start to drool! You can buy boxes of individual leaves or other things. There is the lazer cut paper company named Kamakazuki as well. I think I spelled it correctly.

Take a look at www.greenstuffworld.com. Select hobby accessories and then model leaves. They sell both precut leaves and a stamp that cuts four different types of leaves at one time. I just ordered the stamp and precut leaves. Great prices and low shipping costs from Spain. The site has some other diorama goodies. Good luck!

You want to find a Silver Birch tree or possibly a white Birch tree in the US and collect the catkins off it, you then crumble them and get the all the leaves you want and normally pay for, for free!!
