It looks like Dragon decided to release a separate PAC-3 launcher kit first, instead of the full tractor + trailer kit announced earlier.

This will let bunch of dragon fans disappointed. No tractor...no radar....but with black label and DS tire.....well done dragon......

Black Label is a series of Dragon 1/35 kits. So far, most of them have not been that good and had lots of accuracy issues. Hopefully this one will be better.
DS tires are tires made out of Dragon Styrene (DS), which is a blend of styrene plastic and vinyl which holds detail well and is glue-able and paintable. Kind of the best of both worlds. Some love it, others hate it.

I didn't know if the Black Label was better or not so that's what I was most interested in learning. The tires sound like they could be a good thing to work with.

Black Label is a bad omen .... but maybe they'll manage to get it almost right this time.
Doing the system as separate kits might even be a good idea:
Launcher only for the modeller who doesn't need/want the tractor.
Separate tractor for those who want to show a travelling launcher.
Separate radar for those who want to build the whole lot (add tractors to suit individual taste ...)

I hope the Radar set comes with the rear shroud. Looks abnormal without it.
