Yes, you could; about the only thing you'd have to change would be the device in the right hand of the portly chap wearing sunglasses. And even that would be optional. None of the attire is period specific, nor the weapons, which are all Soviet too.
As for Syrian? No, the clothes are not correct for the era, location, or players of that / this conflict.

Actually, the two heavy set guys could work for the Syrian conflict.. there's a huge number of foreign fighters in Syria, from Afghanistan, Pakistan, Chechnya, (((((Saudi Arabia))))) and many other countries.. even some from European countries have come to join in this stupid war they're fighting.. Anyway, don't want to get into politics.. but these people actually post some videos of their fighters in Syria.. I even remember reading about this Chechen Islamist leader who was having a funeral for his son who got killed in Syria... So, you can actually find a lot of different uniforms and Pakistani style clothes there.. along with the all-black ISIS uniform which has pants similar to the ones they wear in Pakistan and Afghanistan.
So, for the Syrian conflict and based on a lot of pics and videos I've seen from there, you can use anything from plain civilian clothes.. to kind of what those two heavyset guys are wearing.
