Does that M142 in the top left corner use the same rocket system as the 270's?

The rocket pods are the same, the launcher is modified for the use on the MTV chassis.

Is there anyone who can educate me about the differences between the US, German, Finnish-Netherlands and Norwegian versions? Real differences, not camouflage pattern or markings ...

The differences are minor and mainly cosmetic. The German version (probably the other European versions too) uses different Diehl tracks and sprockets and has the side skirts. Internal radios and intercom systems I believe are different too. Other than that they are pretty much the same.
As the others have said, the M142 HIMARS fires the same rocket pods as the M270/M270A1 MLRS.
