Please somebody knows why in some Pz IV chasis the towing hooks are placed upside down?

Isn't the first picture from the museum at Aberdeen Proving Ground? It just looks like their (almost) trademark [auto-censored]ty paint job they had for most of their WW2 collection before they restored parts of it.

My guess is it has something to do with the rear mud guards.
Looking at most Nashorns they don't seem to have rear mud guards installed.
Also Panzer IV's and Stug IV's have their mud guards covering the tow hooks so I suppose they point down on the panzer IV and Stugs as it was more easy to access.
Jagdpanzer's had tow eyelets welded to the rear and not hooks.

Early Hummel had the towing hook downwards also This was changed app. with deletion of muffler pot and mudflaps.
