It looks like the standard tow cable with a shrink wrapped vinyl color coating. I know some units I've seen that took rolls of hundred mile an hour tape (OD green duct tape) and wrapped that around the cable giving a similar appearance. Prevents mud and gunk from getting into the cable strands and protects hands from stray broken strands of cable.

I really hope it's from the bike-lock company - I've got this great mental image of the crew chaining their tank to a lamp post while they pop into the PX!

Coming out to find the tank is still there but it's sitting on blocks with the tracks, road wheels and radios missing.
