Does anyone here knows if any company makes PE tie-down latches as used on M2A2/A3 Bradley and M113A3 FOV?

If you mean the fasteners like in the below picture, then yes, the above set has them, along with straps and buckles to attach to them.
The below set also has the fasteners (quite a few of them). It also includes the large side racks and smaller racks for water cans that were seen on 2 BDE, 3ID Bradleys in the invasion of Iraq.

Voyager also has a set and it comes with DUKE antena's also.
