What country is your diorama to be set in?
I have no idea how to do a modern US DODX flatcar but if you wanted to do Cold War or modern Germany or Poland like weve seen lately I've thought of (ok at my scratch building level more of a dream) using the Trumpeter WWII Ssyms 80 to mod/scratch a heavy DB flat car. With all the HO (Roco etc) military rail cars there's tons of reference. The modern 3 axel carriage trucks look pretty similar...
Just a thought...
The scratbuilding should be pretty straight forward heavy simple shapes. Couplings might be some work but it's a start.
