are these the fenders and side skirts of T-80B on this BV? and if yes, who makes PE fenders for B?

That is a early T-80B. They changed the side skirts twice more after this, lowering them.

Initial side skirts:

Second type, lowered, with foot holds at front bottom made of wire on T-80BV:

T-80BV again with second type side-skirts:

Third type with saw-tooth on bottom and integrated footholds:

PE fenders or side-skirts?

I don't know of anyone that makes PE fenders.

PE Sideskirts can be bought from:

Voyager 35654 (T-80BV set but has the later saw-tooth sideskirts)
