There are a couple of more vehicles. But, no evidence of the build(s) having begun.

This isn't any announcement really. Just a general information about Japan Defence Forces (and their vehicles) who are participating in the organization of the Shizuoka show. That page says nothing about any current or future Tamiya products.

Why else would a model manufacturer(Tamiya) make such an announcement?

Where do you see information that it is Tamiya announcement? Your link was to the Shizuoka Hobby Show web page - there is nothing Tamiya related on that page. The title of the page says that JDF will present Type 16 vehicle (the real one, not model) during the Shizuoka Show. The text further also informs that real LAV and scout motorcycles will also be displayed.
Here is a list of releases Tamiya announced already for Shizuoka:

Pawel is right. A simple Google translation of the links say JSDF will be there as an exhibitor and it's part of their recruitment program. No kit announcement at all.

I thought they were posting photos of future endeavours, due to lack of kits displayed. Of course, the armored car should have let me know that this was not the case.
