They came out with what was considered to be the nicer of two of the ZSU-23/4 kits in 1/35 scale...but nothing else. I guess they are like Xact Models to a point...only come out with a model or two then disappear into obscurity?

You couldn't be more wrong: they are big in the 1/32nd scale aircraft sector of the hobby with 3 B-25s and 2 B-17s.

I think Hong and Hong Kong models are not the same. According to the Hong Model website, there is only one release and that is the ZSU-23/4. Hong Kong Model released the big scale B-25 and B-17. The Hong Kong Model website only lists airplanes, all in 1/32 mind you.

The Hong Shilka is inferior to the Meng one in most ways anyway, entire details simply missing and instructions written for a notably different kit.
