With some updates for Legend Productions for the Land Rover Pink Panther, I wonder which base kit is better. Italeri or Tamiya?
Giving the age of the kits, maybe a kitbash of both would do the trick?

I built the Tamiya PP about 2 years ago with the Legends upgrades. I can tell you the base kit fit very well and played well with the Legend resin. As for accuracy, I can't help you compare the two.

Assuming that Italeri hasn't released a Panther that I missed, just the GS version, they are different models of Rover. Tamiya's is a Series II (2?) while Italeri made a Series III (3?). I don't know if any of the latter were converted but the former certainly were. Italeri's kit also had the wrong number of wheel bolts (6 not 5) and was LHD as I recall.

Yes they did

Based in part on their Mk III kit but backdated with a new front end and all the usual Pink Panther features.

Personally I prefer the Tamiya kit - it's not one of Italeri's better kits in my view.

Why are the tires on the Tamiya Pink Panther incorrect? Wrong tread pattern or wrong size?

Nothing 'wrong' with the Tamiya wheels as far as I'm aware, apart from the fact they are poorly defined and lack a decent tread. I would replace them with the Hussar Productions resin wheels if I was doing a desert vehicle.

If you were doing a European vehicle then it gets more difficult because the SAS fitted oversize bar-tread tyres - the normal Landrover wheels would not be an accurate option (and no-one does them as an aftermarket option as far as I'm aware).

Still available in Germany:

But I personally stick to Tamiya with Legend Production conversion/update.

Not sure if these would work... but Accurate Armour makes some tires: https://accurate-armour.com/products/135th-land-rover-products/lra005 . Same goes for BSM: http://www.minor-web.com/BSM.html
