Help with getting ocean diorama started.

So I have plenty Ideas, but I dont know how to execute them. the big Idea I have rolling around right now is for a Kit that is on the way. a 1:700th USS Los Angeles SSN-688. My idea is this, the submarine is underwater, perhaps a para scope sticking up, and the sub has just launched a UGM-84 (Or TLAM) which has already breached the surface.

Now...how to I make a fairly good looking ocean while also giving a perfect view of the submerged submarine. with decent effects (bubbles from the recently surfaced missile and yadda yadda.

Any help or any good tutorials, tools, ect. is really appreciated.

Shadow box dio?

Ocean surface made from rippled plexiglass. Not the most realistic ocean surface, but not a game killer as you can still texture it, but more importantly you'd be looking across it at an angle rather than down on it. So your main view of the sub is from the side, through a plexiglass box. It's easy to tint as well.
So... Plexiglass rod and periscope suspend the sub under the surface. The rod also doubles as rocket wake below the surface, which you could add bubbles and froth to. The rod ABOVE the surface is the rocket's exhaust, with smoke from cotton. Yes, it can look good if executed well. Now for added coolness: the sub contains a nine volt battery or some AA's. Wires are hidden in the rocket's wake leading to the rocket, where an LED lights up the exhaust from the rear of the rocket.
That's how I would do it, anyway.

That definetly sounds awesome, where can I find infor on this Shadow box? Id like to learn how to make it. Also...learn how to make the smoke for the missile.

It's a long read but has techniques for most realistic deep-water effects specifically for ship models.

Hmm...the Epoxy resin Idea is the one I had in the first place....Layer it up and around the model. but Ive never done it before...so I dont want to ruin my 5 dollar model submarine

I think since this is my first, I might have to just do a boring old surfaced sub and go from there...Im not quite sure yet.
