I don't know of a Vietnam-specific Dog Handler set.
You could use the dog out of the Master Box Iraq Cordon and Search set...
or the dog from the Legend modern US K9 set for a seated dog...
And swap the figure for a Vietnam one to get what you are looking for.

Neither has a flak vest, just harnesses on them.
If you are looking for dobermans, Master box has a WWII USMC set with them too.

Bravo 6 1/35 B6-35053 US Army Inf. (4) K9 Scout Team (Vietnam War) - 1 Fig & Dog...Sorry, couldn't download a picture... It's a soldier with a shepherd in an action pose, just add MP decals to the figure and you're set...

There's Shapeways...
https://www.shapeways.com/marketplace?type=product&q=1%2F35+dog
On a sidenote, look at all the 1/35 animals on the other pages. One can make an "African Safari" scene if one wants to. Cool!

Northstar Models of Russia makes a 54mm (1/32) German Shepherd.
https://northstarmodels.com/product/54mm-fallout-lets-go-pal-painted-figure-resin-base/
It would be a big dog at 1/32 scale (not sure if it will work out with a 1/35 figure). You could ask Northstar Models to see if they could cut the resin pour block and sell you only the dog.

When we were redoing an area at An Son, Camp Lane during the draw down, these ARVNs came over to check out the area. They had a Big German Shepard. There were 2 of them holding him and one of the guys started throwing a ball. It was all they could do to hold on as that dog started chasing that ball. He seemed to like us a lot more than his handlers.
