whats the best way to assemble/glue plaster 1/35 buildings for a diorama?

2 part epoxy.

Drill matching holes in the mating sides and insert wood dowels (small ones) and then glue using white glue.

I'll second Jesse's solution,, only I generally use the rounded toothpicks. Cut off the pointy ends and you have perfectly sized "re-bar." Glue these into your pre-drilled holes, and you won't have to use as much glue on the mating sides, which reduces the chances you'll have excess glue blobbing out between the walls or corners. White glue works about as well as any and various craft store glues such as Alene's Tacky Glue, E-6000, etc., also work well.

2 part epoxy or Bob Smith Industries thick CA (found at most hobby stores).
PS- Buy resin diorama buildings....plaster chips & shatters.
