Seems to be quite a complex towing arrangement on some of the FT17s. Looks like a sprung device attached to the track frames leading to a tow bar at the back.
It's a damping device to prevent jerking. The trial (in late 1918) wasn't a success...One of the problems, like you say, was that the FT could not move slowly enough to prevent ship generated waves that damage banks (suction scour) .

Just to go slightly
Regarding the M113s in Corsica, no doubt these are used due to their off-road ability to fight forest fires, but it reminds me of a story I heard on the radio only last night reporting that there is something of an epidemic of fire fighters in France coming under increasingly regular attack, including from youths who deliberately set cars on fire and then wait for les pompiers to arrive. I guess it's possible that one of these M113s could reasonably be deployed in such a situation.
In terms of this question:
The FT17 could only go at a fast walk. I wonder which was more trouble overall? Tank or horses.there was also this method a few years earlier in Russia:
