The old Matchbox kit, of course. Nice work Jean-Louis. I remember that this model is tiny, which is why I suppose it comes with so much base. I think also it does come with a figure like the one on the box art. I definitely don't recall the chains on the side, but it was a long time ago that I built it. 40 years...

You are right; this Humber is really tiny !!! It comes with a figure but I prefered to let the hatches closed.
