If you are worried about ordering from Soga direct, you could try one of their distibutors, such as HobbyEasy. Just enquire when they receive stocks before ordering

Ordered some wheels from them in the past, took a bit of time to reach me, but nothing really out of the ordinary for something from Eastern Europe/Russia

No issue at all. Yes, it takes a bit of time to reach you, but it will eventually. I have ordered from them many times and they have not failed to deliver so far.
