what was used before foam peanuts & plastic air-bags?

excelsior ( https://en.wikipedia.org/wiki/Wood_wool) comes to mind, but what would replicate it in 1:35 scale?

I remember cosmoline and wrinkly wrapping paper, but neither would provide cushion in a shipping crate.

Painted, it could resemble either the excelsior, horse hair, or straw, mentioned.

Look at some model railroad hay and static grass of various length.
This will simulate the packing material quite realistically.

thanks for the suggestions. i'll most likely try some scenery straw and try to curl it up a bit somehow.
